With reference to my despatch No. 50 of 21st March, I have the honour to enclose a copy of a minute containing the results of further interrogation of Mr. Gustavo Velasco in regard to conditions in Hong Kong.

2. It should perhaps be borne in mind that Velasco is now aged only eighteen, having been sixteen at the time of the occupation of Hong Kong.

I am sending copies of this despatch to His Majesty's Ambassador at Washington and to His Majesty's Ambassador at Rio de Janeiro.
